Allen K. Ruoff was born in Texas, but, by 1910, had moved to Los Angeles, CA, with his mother, step-father, and two step-brothers. His mother was named Mattie (born c. 1873 in TX); she apparently married at least three times; her children had the last names Howell and Ruoff, and she was married also to Ruoff's step-father, Clay D. Wilkinson (born c. 1877 in OH).

His mother's maiden name was Lawrence;
