Los Angeles Public Library (LAPL) Head Librarian Everett R. Perry (1876-1933), dedicated this branch on 08/01/1927. (Perry had headed the LAPL System since 1911, and supervised its dramatic growth from holdings of 166,045 to 1.4 million volumes. At this death, the LAPL had 48 branch libraries.) The Wilshire Branch had special significance for Perry, as it was the last library built during a period of rapid branch construction by the LAPL between 1911-1926. Architect Allen K. Ruoff (1894-1945) designed a relatively simple rectangular brick building, highlighted by a few austere, Spanish Colonial Revival Style details. Particularly notable are the gabled Romanesque arch and lower band of Spanish ornamentation over the front entry and the reja over the windows on either side of the door.
