Perry's career, like that of William Charles Hays, (1873-1963), was closely connected with that of John Galen Howard, (1864-1931), Director of the Department of Architecture at the University of California, Berkeley (UCB). Perry was an early graduate of Howard's new architectural program at the UCB, and became a close ally of his mentor.

Perry's exit from the Deanship was acrimonious, as he disagreed with the new curricular policies installed by William W. Wurster, Dean of the College of Architecture, later to be called the College of Environmental Design. Perry taught design studios and the history of Renaissance architecture.
Professional Activities
Member, Architectural League of the Pacific Coast, 1913. Perry was one of the attendees at the league's annual conference in Portland, OR, on 06/09/1913. (See "League to Lead in City Planning," Oregon Daily Journal, 06/10/1913, p. 11.) John Galen Howard, the most well-known, academically-trained architect on the West Coast, was not at this event in Portland, and Perry may have served as his emissary.
