Glazed terra cotta brick, 2 stories, modified U shape, flat and low hipped roof sections, full Doric entablature, pierced parapets; large center entrance block with attic, central cupola, and 3 2-story round arched bays; engaged 2-story fluted Doric columns between bays, round-arched 1st-floor windows, unusual Friars'Heads keystones on windows; later additions. Large sparkling example of public buildings of Neo-Classical Revival style. Municipal."
