Fowler's parents were both born in Kings County, New Brunswick, Canada. His mother was Eliza Annie Erb (born 12/18/1853 in Sussex, NB, Canada-d. 12/04/1944 in Tacoma, WA). She grew up on a farm near Sussex, NB, the daughter of Henry Erb (born c. 1830 in NB, Canada--d. 06/17/1906 in NB, Canada) and Harriet DeForest (born c. 1831 in NB, Canada). The Erb Family operated four adjacent farms in Sussex according to the Census of Canada in 1861. Annie married Samuel M. Fowler(born 01/01/1851 in Kings County, NB, Canada-d. 12/30/1923 in Bellingham, WA), who came to Bellingham, WA, by about 1872. He worked for the Pacific American Fisheries in Bellingham. Annie and Samuel had three children: Frank, Harry Fowler and Stella Fowler.
