Rex Lotery was born in London, England, to English parents in 1930. Rex's paternal grandfather, James Lotery, worked as a wholesale clothier in London, and likely prospered there. (The 1911 Englsih Census listed James as an "employer.") In 1911, the English Census noted that James Lotery and his family had a house in the well-heeled Stoke Newington section of London and could afford a staff of three household servants, a cook, nurse and housemaid. As a nine-year-old boy, he traveled to the US aboard the Cunard Lines' renowned, four-funneled, steamship R.M.S. Aquitania, arriving on 04/28/1939. The Loterys did not come to the US impoverished, and could live on the city's costly, Upper East Side. In 1939, they dwelled in an elegant, high-rise, apartment building at 993 Park Avenue, on the southeast corner of East 84th Street and Park. Soon thereafter, they moved to 1165 Park Avenue, another expensive, 1920s skyscraper in the Carnegie Hill neighborhood. They relocated later to an Englsih Tudor residence at 20 Paxford Lane in Scarsdale, NY. He migrated from England to New York, NY, on 04/28/1939 and pursued real estate as an occupation. He applied for US citizenship by 12/15/1939 and had dropped the first name "Herman" by this time. Likely, it sounded too German at the time.

On 02/16/1942, Edward Lotery was the President of Union Shop Properties, located at 80 Maiden Lane in New York City.
