In the early 1920s, Bell developed the posh enclave, Bel-Air Estates, a large sub-division bordering Westwood. Today, locals divide Bel-Air into "Upper Bel-Air" and "Lower Bel-Air," the wealthier section laid out in the lowlands around the Bel-Air Country Club. Upper Bel-Air has expansive views of the Los Angeles Basin.
