This construction company began in Stoughton, SK, Canada, as the "Martin and Poole Construction Company" in 1906. Its founders were two men from Prince Edward Island (PEI), Canada, Ernest Edward Poole (1883-1964) and James Martin. In the early 1900s, both men traveled back and forth between PEI and Western Canada doing various jobs in both regions. After one year of contracting in SK, Martin retired to PEI in 1907, with Poole continuing on as the principal owner and changing the company's name to the "Poole Construction Company." Poole moved the business's headquarters to Rouleau, SK, Canada in 1910. It incorporated as the "Poole Construction Company Limited," in 1913. In the midst of the Depression, in 1932, it moved its headquarters to Edmonton, AB, Canada, where it has remained.
Employees bought the company from the Poole Family in 1977, and shortened its name to "PCL Construction Limited," two years later.

In 2018, the firm's web site called itself "PCL Constructors, Incorporated." PCL's American operations were centered in Denver, CO, and maintained branch offices in Anchorage, AK, Bakersfield, CA, Honolulu, HI, Houston, TX, Lake Charles, LA, Long Beach, CA, Los Angeles, CA, Miami, FL, Minneapolis, MN, Orlando, FL, Phoenix, AZ, Raleigh, NC, San Diego, CA, Seattle, WA, Tampa, FL, and Vail, CO. The Seattle office was actually located in Bellevue, WA, at 13920 SE Eastgate Way, Suite #400, 98005.
In 2019, Aaron Wiehe was the Vice-President and District Manager for the PCL's Bellevue Office.
