Architect Earl Roberts designed the 8-story Washington Manor Apartments for the University District Development Corporation, a syndicate of 150 business and property owners in the neighborhood. H.W. Soules served as the consortium's president. The property changed hands in 1929, when local businessman, Angus P. Malloy, bought it and modestly renamed it, Malloy Manor Apartments. At one time, Malloy controlled three large apartment buildings in the University District: Malloy Manor Apartments, the Adelaide Malloy and the Malloy Apartments.
This apartment tower cost $225,000 to erect in 1925-1926;
The developers added a garage to the building in 1928, designed so that it could also support added rental units if necessary.
