Harold grew up on his father Charles's dairy farm in Port Orford, OR. His mother was Beatrice Zumwalt (born c. 1903 in OR), a homemaker, who raised three children: Bruce (born c. 1924 in OR), Patricia (born c. 1928 in OR) and Arnold. Neither of his parents finished high school. According to the US Census of 1940, the Zumwalts rented their house on Highway 101 in Sixes River, OR, for $20 per month.
