This was a two-story structure, with tall, narrow, Italianate windows, a compound hipped roof and central bell tower. The form was a rectangle with a corner removed on two sides.

The Central Elementary School's site was moved in 1887, from Poundcake Hill (West First Street and South Broadway) to Sand Street. The move proved costly, ruining the moving contractor's finances.
