"From an all-time peak of $3,296,558,000 in 1929-1930 the net taxable valuation of Los Angeles county has decreased to $2,153,865,000. At the peak the average per capita valuation of taxable property was $1584; now it is only $919, and there is no assurance that it will not go still lower next year. No such decrease has occurred in a generation." Mussatti was the Executive Secretary of the California Taxpayers Association.
