"Another successful example of a private venture is the Oakland, California, experiment started in 1929, known as the Downtown Merchants Parking Association. This organization, now comprising 164 members has acquired a number of strategically situated low-income properties for parking lots. Land is acquired by purchase or lease, with a ten year minimum term for leased property and an average rental of one and one-half cents per month per square foot." (p. 69)
