"On top of November's wet weather and the Northwest's cooling housing market, the state's top economist had dreary news for state leaders Thursday when he announced that Washington would be taking in about $132 million less than expected in his quarterly revenue forecast. The new projection, approved unanimously Thursday by the state Economic and Revenue Forecast Council, trims the state budget surplus from about $1.5 billion to about $1.38 billion."
