"Some developers do deliberately duck the sidewalk requirement, said Garrett Huffman, a spokesman for the Master Builders Association of King and Snohomish Counties. The reason, he said, is that sidewalks could add six months and $30,000 to the permit process, and cost another $30,000 or more per home to build."
