"...We were pleasantly surprised to see his [Mayor Nickels] plans for a new civic center between Third and Fourth Avenues at James Street. The former site of the Public Safety Building is marked for the new development, which will be mixed-use: part retail, part civic meeting place and part condo. ...We're told that it will have an open, public space currently called a 'civic square.' We're also happy to hear that the plaza's design is at least partially green. Nickels' office announced that the building will feature solar thermal collectors to heat water for residential units, a system to use gray water from those units to flush toilets in the plaza's offices and rooftop wind turbines to capture wind power. This new plaza--if it actually gets built--isn't revolutionary, but it's a step in the right direction for downtown."
