"Architects here and in all the other large cities are soon to raise their scale of charges from a 5 to a 6 per cent basis and make other charges in their fees for professional work. This follows a decision to that effect by the American Institute of Architects, acting for all the local branches in all the cities and in pursuance of their votes. This has been the first been the first time in many years that the architects’ scale of charges has been changed and the warrant for doing so is said to be the extra work put on architects by modern building methods. The new scale contains twelve provisions, one providing for a charge of 6 per cent on the total cost of the completed work, and another setting forth that drawings and specification, as instruments of service, are the property of the architect. Others relate to the traveling expenses, compensation for changes in drawings and specification, payments as work progresses, compensation when work is abandoned and where there is no superintendent of work in addition to the architect.”
