Following the catastrophic San Francisco Earthquake and Fire of 04/18-19/1906, Noonan moved from Bakersfield to Sausalito, CA, and participated in the rebuilding of the city. Born in Covington, KY, Frederick B. Noonan lived with his parents, five siblings and three servants in a residence at 201 3rd Street in Covington in 1880. According to the US Census of that year, the servants were Mary Tonlon (born c. 1855 in IN of Irish ancestry), Anna Irving (born c. 1838 in KY of African-American ancestry), and her sister, Charlotte Irving (born c. 1840 in MO of African-American ancestry.)

Noonan moved to Los Angeles, CA, in 1908. He never seems to have worked as a draftsman in an existing LA firm, but, rather, he opened a solo practice immediately upon relocation. The 1910 US Census recorded that Frederick, Mary and Catherine lived in an apartment at 1047 Ingraham Street in Los Angeles, CA. Noonan spent about five months in San Juan, Puerto Rico, in 1917-1918, arriving there about 11/22/1917. He traveled back from San Juan, Puerto Rico, to New York, NY, between 04/17/1918 and 04/22/1918. His address as listed on this ship's manifest was the Vanderbilt Hotel, at the corner of 34th Street and Madison Avenue. Noonan lived in New York, NY, in 1922, at 3 East 44th Street in Manhattan. (See New York, New York, City Directory, 1922, p. 1338.) Eight years later, he was sharing an apartment with his second wife, Pacifica, at 584-588 West End Avenue. They paid $108 per month in rent. The US Census of 1930 recorded that Noonan still worked as an architect. This census listing for him had at least two mistakes; it noted his birthplace as being SC, and that he first married at age 53. The 1940 US Census indicated that Noonan, at age 67, resided in the Ward Manor Home for the Aged in Red Hook, NJ. The census form indicated that he was married, but his wife did not live with him in the institution. He had lived here in 1935, as well. Parents
Of Irish ancestry, his father, Joseph J. Noonan (born 01/1837 in Frederick, MD-d. 05/26/1907 in Covington, KY), was, in 1870, a liquor merchant in Covington, KY. He was quite prosperous, having a house worth $11,000 and a personal estate of $12,000. Ten years later, he had become a tobacco manufacturer in the same city. With Mary Ellen Kemp, Joseph had one daughter and one son: Mary A Noonan Carlisle (born c. 1860 in MD) and Robert Emmet Noonan (b. 12/04/1862 in AR-d. 11/17/1934 in Frederick, MD). With Anna, he had six more children, five of whom were alive in 1900: Roger J. (1871-1879), Frederick, C.A. (a girl, born c. 1875 in KY), and Frank E. (born 1876 in KY-d. 1919), Anna J. (born c. 08/1878 in KY), and Edith (born c. 06/1881 in OH). From the ages and birthplaces of his brothers and sisters, one can surmise that the family lived in MD (c. 1860), AR (c. 1863) and had moved to KY by no later than 1873.
In 1900, Joseph's occupation was listed in the US Census as a "gauger, US Internal Revenue." This position apparently affixed tax stamps on liquor bottles leaving distilleries. Frederick Noonan married twice. He first wed Mary R. Noonan (born c. 1878 in Hamilton, OH) c. 1901.
He married his second wife, Pacifica Crespi Noonan, (born c. 1901 in San Jose, Costa Rica), on 02/20/1923 in Manhattan, NY, when she was 22 and he, 53. Pacifica lived in New York since at least age 4. In 1905, she lived with her mother Lula Crespi (born c. 1869 in Costa Rica) and a 35-year-old Irish servant, Kate Creaton, at 446 Columbus Avenue.
