John Milligan Phillips (born 03/27/1870 in Saint Thomas,Haverfordwest,Pembrokeshire,Wales) and Eugenia Weiss (born c. 12/1869 in Austria) married on 08/23/1891 in Manhattan, NY. The 1900 US Census indicated John immigrated from Wales in 1874, while Eugenia moved from Austria in 1882. (The 1910 Census confirmed the 1874 immigration date for John, but listed a date of 1885 for Eugenia.) The 1920 Census reported that John had been naturalized in 1892.

The 1900 and 1910 censuses recorded that John worked as a "commercial traveller," likely a traveling salesman of ladies' garments.

Eugenia's father was Hungarian, her mother, Austrian, as per the 1910 US Census. This census also noted that Eugenia had had four children by that date, but only one, Ralph, was still alive.
