His parents were Wesley Bullard, (born 07/28/1816 in Shelby County, KY-d. 03/04/1895 in Springfield, IL), and Sarah Ann Foster, (born 07/18/1824 in Montgomery County, KY-d. 1861 in Springfield, IL). After the death of Sarah, Wesley remarried a widow, Elizabeth Kidd Holtzman (born 1828 in OH-d. 1908 in Springfield, IL).
