Born in Mechanicsburg, IL, S. Foster Bullard resided on his family's farm near Illiopolis, IL, through high school. He attended the University of Illinois, Champaign-Urbana, between c,. 1882 and 1886.
His brothers, Samuel and George, who worked in an architectural practice in Tacoma, WA, had relocated to Washington State by about 1890. His brother, Benjamin, also worked in WA State as a teacher and school administrator between 1890 and 1897, before returning to IL. Samuel, too, returned to live in IL, becoming an architect in Springfield.
In 1910, S. Foster Bullard resided at 3001 North 29th Street in Tacoma, WA. He lived at this address with his wife, Clara, and his father-in-law, George W. His parents were Wesley Bullard, (born 07/28/1816 in Shelby County, KY), and Sarah Ann Foster, (born 07/18/1824 in Montgomery County, KY). Sarah passed away prematurely in 1861, and Wesley remarried to Elizabeth Kidd Holtzman, (born 1828 in OH-d. 1908 in Springfield, IL), before 1870.

He wed Clara Jane Heilig on 12/12/1900 in Tacoma, WA. Their wedding license indicated that she was from Reading, PA. George Wesley Bullard, (1855-1935), S. Foster's brother, served as one witness.
