According to the Washington Department of Archaeology and Historic Preservation's biographical entry on Woodroofe, the architect was an associate member of the Royal Institute of British Architects (RIBA). His application to join RIBA was supported by his former employer Andrew Taylor, J. Slater, and E.A. Gruning. Born in England, Woodroofe first worked in the town of Denbigh from 1894-1898, before moving to London to enroll in the Architectural Association (AA) and the Regent Street Polytechnical School in 1898. He remained here during 1898-1899, when he immigrated to Vancouver, BC, in 09/1899. Woodroofe worked in the Vancouver for about four years before moving to Tacoma, WA, where he settled until about 1914.

Woodroofe lived a long life, passing away at age 97 in Spokane, WA.

He married Alice M. Burt on 03/09/1909 in Pierce County, WA. He married again to Alice H. Calhoun on 03/07/1936 in Columbia County, WA.
