They were in Lisbon, Portugal, on 04/30/1923, but seemed to have had a home base at 26 Rue de Constantinople, in Paris, France. Biographical Notes

Charles J. Rousseau took at least two trips to Europe, in 1910, 1921-1923. In 1921-1923, Rousseau planned to be abroad for no more than 3 years, and was to visit France, Italy, Spain, Portugal, England, Germany, Switzerland, Belgium, Holland, Norway, Denmark and Mexico. He intended to leave via New York, as "soon as possible" after 04/30/1921. On 04/30/1923, Charles and Carrie Rousseau renewed his passport at the US Consulate in Lisbon, Portugal. (See Ancestry.com, Source Citation National Archives and Records Administration (NARA); Washington D.C.; Volume #: Volume 001: Portugal, accessed 02/15/2019.) This document noted that they left the US on 09/14/1921 and landed in Le Havre on 09/23/1921. It is not clear whether the couple remained in the US between May and September 1921 or whether they visited another place, like Mexico, at this time. They traveled in Europe, according to this 1923 application, between 09/26/1921 and 02/15/1923. It is possible that they remained from February to April 1923 in Paris.

According to this 1921 passport documentation, at age 42, Charles J. Rousseau stood 5-feet, 10-inches tall, and had a "normal" forehead, mouth and complexion, an oval face, round chin, graying hair, and brown eyes.
