He served as the first superintendent of Sacramento's city park system, and was responsible for the planting of the McKinley Park Rose Garden, the city of Sacramento's largest Rose Garden.

Instructor in Landscape Design, University of Illinois, Champaign-Urbana, IL, c. 1915-1916. He became an Assistant Professor of Landscape Gardening in 1918-1919.
Professional Activities
Evans wrote the book Town Improvement; A review of the principles by which physical improvement in the town or city may be accomplished, with observations as to the effect of such improvement upon the life of the community, (New York, London: D. Appleton and Company, 1919). The book was dedicated to Charles Mulford Robinson (1869-1917), noted city planner, who was the firstProfessor for Civic Design at University of Illinois at Urbana-Champaign. Relocation
Evans was born in Youngstown, OH, and lived at 656 Wick Avenue there in 1900. He attended Harvard University, Cambridge, MA, as an undergraduate c. 1901-1905, and as a graduate c. 1910. Two years, or so, were spent in Europe, c. 1905-1907.
He spent approximately five years living (1915-1920) in Champaign-Urbana, IL, where he taught at the University of Illinois. He arrived in Sacramento to work in city government in 1920. In 1933, Evans lived with his wife at 1341 40th Street in Sacramento.
Parents
His mother was Sarah Jane Livingston, his father, Daniel H. Evans (born c. 04/1838). Sarah died before 1900, leaving Daniel Evans a widower. Daniel was a clergyman, whose mother came from KY, his father, OH. Sarah and Daniel had at least seven children. They were: Sarah Jane (born c. 11/1865 in MI), Alice R. (born c. 04/1868 in MI), Laura L. (born c. 05/1870 in OH), Henry C. (born c. 05/1872 in OH), John D. (born c. 07/1874 in OH), George F. (born c. 07/1881 in OH) and Frederick Noble. The Evans family was comfortable enough to afford two servants in 1900, both young Swedish women, Helen Swanson (born 07/1870) and Annie Singlequest (born c. 07/1878, her last name's spelling is questionable). Many of the Evans chilren went on to professional careers; According to the 1900 US Census, Alice and Henry became physicians, while Laura worked as a schoolteacher. John became a lawyer. It would have been very unusual for a young woman, (Alice), to have been a physician at this time, suggesting the importance of education to the Evans Family.
Spouse
Evans married Belle Spencer Sanford in Stockton, CA, in 1912. It is possible that Frederick switched positions in 1920 and moved to Sacramento in order for his wife to be closer to family in the San Joaquin Valley.
Biographical Notes
Following his undergraduate school at Harvard, Evans preopared for a grand tour of Europe. His US passport application of 1905 indicated that Evans, at age 24, stood 5-foot 8-inches tall, with a medium height forehead, hazel eyes, Roman nose, small mouth, pointed chin and brown hair. He had an oval face with a fair complexion. At this time, Evans planned to travel in Europe for about two years, according to the document. He traveled with his brother, John D. Evans, who worked as an attorney in Pittsburgh, PA, in 1905.
