Born in Montreal, QC, c. 1885, Belanger moved to Everett, WA, c. 1904, where he lived and worked for 25 years. He relocated to Seattle, WA, c. 1929. He and his wife, Theresa, resided at 1904 36th Avenue West in Seattle later in his life.
He passed away shortly after taking ill while working on the west approach to the Snohomish River Bridge on the Stevens Pass Highway. He died within an hour of the onset of symptoms.
