Permain was born in the south of England, and received his architectural training in London. He seems to have migrated to Spokane c. 1889, where he first opened a solo practice and then entered a partnership with Albert Held. In 1902, Permain resided at East 1118 11th Street in Spokane.

Permain and Lilla Black had five children: Cicily, Edwin J. (born 11/29/1894 in Spokane) , Marjorie, Jack (born 09/01/1899 in Spokane) and Gwendylin (spelled in official records also as "Gwendolen," born 08/26/1902 in Spokane.) Gwendolen married Arthur Frank Bittrick on 10/26/1929 in Spokane County.
