Born in Aberdeenshire, Scotland, Elwell came to the US as a youth and attended high school in Zanesville, OH. He got work in WA State on a surveying team in Yakima, WA, in 1908. He worked throughout WA State in the 1910s-1935.
He entered a Milwaukee, OR, sanitarium in 07/1935, and died there on 11/13/1935. He was buried in the Masonic Cemetery in Tumwater, WA.
