During the late 20th century and early 21st, Hugh Sisley, his wife, Martha, and brother, Drake, owned more than 50 rental properties in the Roosevelt Neighborhood of Seattle, WA. An especially high concentration was located near the intersections of 15th Avenue NE and NE 65th Street and Roosevelt Avenue NE and 65th Street. The Sisleys became well-known in the area for not maintaining their numerous rental properties; the City of Seattle fined them approximately $58,000 for violations dating from the 1980s-2000s. In 2009, the Seattle Municipal Court ruled that the Sisleys owed $247,000 and $368,000 on two extensive lists of code violations for two rental houses. The couple appealed to limit the fines to a maximum of $75,000, and won one round but lost another appeal in a Washington State Appellate Court on 10/10/2011, clearing the way for the city to make the larger $600,000 fine.
