His parents were Philip and Lucy Ann Toberman. An uncle, James Robert Toberman (1836-1911), an early settler in Los Angeles, CA, (President Lincoln appointed him a US Revenue Assessor there) and later served two terms (1872-1874) and (1878-1882) as Mayor of Los Angeles. These political and business relationships created by his uncle served Charles well as a developer in Hollywood years later.
