Embury was born to English-speaking parents in Canada. He came to the US about 1866. Embury was naturalized in 03/20/1893 in Alameda County, CA. In 1900, he lived at 2230 Atherton Street in Berkeley, CA, with his wife, four children and a boarder, student Peter V. Carlson (aged 26). He and his family lived in a neighborhood with doctors, bank clerks, insurance men and other middle-class residents.

Both of George A. Embury's parents were English-speaking Canadians.

He married Sarah A. Embury (born c. 06/1850 in PA). According to the sometimes reliable US Census of 1900, her father was born in PA, her mother NY.

In 1900, Embury had four children: George S. (born c. 01/1876 in CA), Mary E. (born c. 08/1877 in CA), Lulu May (born c. 02/1884 in CA) and Phillip A. (born c. 06/1891 in CA).

At age 48, the Great Register of Alameda County Voters indicated that Embury was 5 feet 8 inches tall, with a fair complexion, gray eyes, and brown and gray hair.
