Born in Walla Walla, WA on 10/03/1884, Victor Elmer Siebert began his working life as a carpenter in that city. Early city directories spelled his name "Seibert," but most sources listed it as "Siebert."

Victor's parents were Minnie Sophia Nahen (born 03/1863 in Red Bluff, CA-d. 06/16/1933 in Freewater, OR) and Christopher William Siebert (born "Christoph Wilhelm Siebert," c. 04/1849 in Germany-d. 01/28/1923 in Walla Walla, WA). Both parents were of German ancestry. As per the 1910 US Census, Minnie had had three children, of whom two survived. Minnie's last name was spelled both as "Nahon" and "Nahen."

Christopher held various jobs during his life. He worked as a day laborer in 1900.
