Kemery was born in WV, c. 1903. He lived in Parkersburg, WV, in 04/1910 at 4 Park Place. According to the US Census of 1930, Kemery lived with his wife and son in a rented house at 827 42nd Street North, Portland, OR; they paid $45 per month rent.

Kemery's father, William Kemery, Sr., was born c. 1875 in OH; in 1910, William, Sr., worked as a manager of a theatre. his mother, Virginia L. Stratton Kemery (born 01/1877), probably came from OH. The 1910 US Census indicated that she came from OH, the 1930, from WV. The 1910 Census noted that the parents of both William, Sr., and Virginia had all come from OH. (The 1900 Census stated that William Stratton, Virginia's father, had come from WV.) William, Sr., and Virginia married c. 1894 and had had four children together, one of whom had died before 1910. Living in 1910 were: Margaret V. (born 09/1898 in OH), William, Jr., and Robert S. (born c. 1905 in WV).

William married Charlott Kemery (born c. 1900 in PA) c. 1925. Her parents both came from PA.

In 1930, William and Charlott had one son, William E. Kemery III (born 05/1929 in OR).

In his fine biographical dictionary, Architects of Oregon, Richard E. Ritz referred to Kemery as "William Kemery," (p. 91) and "William E. Kennerly," (p.113). The former spelling was correct. (See Richard Ellison Ritz, Architects of Oregon, [Portland, OR: Lair Hill Publishing, 2002], p. 91, 113.)
