Benard's rather large claim to fame in California was his winning design entry in the Phoebe Apperson Hearst University of California, Berkeley, Campus Plan Competition of 1898-1899. He would later design the Federal Legislative Palace, Mexico City, Mexico, 1903-1912 and the National Pantheon, Mexico City, Mexico, c. 1920.
