Earl Keith Lockard was born in the unincorporated community of Ballard, situated about 34 miles northwest of the city of Santa Barbara, in Santa Barbara County, CA, on 12/02/1892. He shared his first name with his father, Earl Tubbs Lockard, a Presbyterian minister, and therefore used his middle name "Keith" to differentiate himself.

By 1900, Earl Keith Lockard lived with his family in Carpinteria, CA, where his father was a Prebyterian minister. EK Lockard resided with his wife and young daughter in a rented house at 532 Arellaga Street in Santa Barbara, CA, in 1920. The US Census did not register an occupation for him. By 1930, the Lockards lived next door to the Thompsons, the former at 1748 Prospect Street, the latter at 1746 Prospect. The US Census estimated the value of the Lockard House at $6,000, and $12,000 for the Thompson dwelling. The neighborhood had houses ranging failry widely in value from $4,500 to $20,000, with many families living in rented structures (paying anywhere from $30 to $90 per month). His father Earl Tubbs Lockard (born 01/14/1849 in Luzerne County, PA-d. 08/03/1934 in Los Angeles, CA) worked in a variety of jobs during his lifetime, including as a Prebyterian minister. He fought with the Union Army's 148th New York Infantry, Company E, in the Civil War as a chaplain and remained a lifetime member of the Grand Army of the Republic (GAR). His family dwelled in Shamokin, PA, during the 1870s. Following the war, he earned an A.B. from Hamilton College in Clinton, NY, founded as a Presbyterian school, graduating in 1877. The US Census of 1870 found Earl Tubbs Lockard living in New Columbus, PA, where he earned a living as a schoolteacher. The architect's mother Grace Hall Barnard (born 10/1861 in Bloomfield, IL-d. 09/02/1932 in Santa Barbara, CA) was twelve years younger than her husband, whom she married on 11/01/1887 in Santa Barbara County, CA. Keith, like Lockard's family was Scottish.
