Born in South Canaan, PA, he lived on a farm here with his parents and three siblings in 1880. South Canaan was a town about 22 miles northeast of Scranton, PA, in Wayne County. The architect was a descendant of Johann Hans Ulrich Swingle (born 05/15/1732 in Hulben, Baden-Württemberg, Germany-d. 03/28/1809 in South Canaan, PA), an early German-American settler and farmer in the South Canaan area, who came to the US by at least 1759. He purchased 400 acres of land in South Canaan in 1783, and had ten children with his wife Mary Polly Shaffer (born 1731 in Kassel, Germany-d. 03/01/1811 in South Canaan, PA) . In 1910, the US Census found the Swingle Family living in White Bluffs, WA, in Benton County. This town (now located near Area 100H) was dispersed beginning in 03/1943 to make room for the Hanford Nuclear Reservation and its plutonium processing laboratory.

On 04/03/1930, Francis and Mabel rented a dwelling at 727 8th Avenue in Lewiston, ID. As indicated by this US Census, Francis worked as a construction engineer at that time. He, however, would retire from work as his tuberculosis condition deteriorated that year.
Swingle passed away from tuberculosis in a Veteran's Administration Hospital at 316 Main Street in Lewiston, ID. He had been in this facility for about ten months before his death on 09/22/1933.
