Born in Pennsylvania, Bell came to California to work at the Annandale Country Club in Pasadena, in 1911. He designed many golf courses during the sport's boom in the first three decades of the twentieth century, and spent his later career working on the West Coast; Bell died in Los Angeles County, CA, at the age of 67.
