William spent his adolescence and early adulthood in Watsonville, CA, where his parents lived at 111 Stanford Street. He lived in this same house from at least 1927 until 1940. (See R.L. Polk and Company's Santa Cruz, California, City Directory, 1927, p. 328. The address was listed as "211 Stanford" in 1927.)

As per the 1940 US Census, William resided with his parents in Watsonville, CA, at 111 Stanford Street. The census noted that they had lived in this same house in 1935. At the this time, the Foxes had a lodger, W.G. Hines (born c. 1895 in CA), who had served in the US Merchant Marine, but worked in 1940 as a traveling salesman for a meat company.

In 1955, he and his wife Juanita resided at 77 Walnut Avenue in Atherton, CA. (See Redwood City, California, City Directory, 1955, p. 1048.)

Parents

His mother Alice Burk (born 09/03/1882 in Selma, KS-d. 08/22/1969 in Santa Clara County, CA), was raised on farms and wed twice. She first wed Walter G. Kerr (born 01/31/1877-d. 05/14/1946 in Los Angeles, CA), a carpenter, on 04/30/1910 in Fresno County, CA. She lived with Kerr in rural Kern County, CA, in 1910. Kerr was William's biological father.

Alice's second husband, William's stepfather, Charles Patrick "Pat" Fox (born 03/26/1865 in Canada-d. 12/02/1945 in Santa Cruz County, CA), worked as a plaster contractor in Watsonville, CA, in 1940 and was about 12 years older than Alice.
