Superintendent of Construction, Panama-Pacific International Exposition, San Francisco, CA, 1913-1915; Consulting Engineer, War Department, 1918, working on the U.S. Army 8th Division cantonment buildings at Camp Fremont, Palo Alto, CA. There were over 1,000 buildings erected at this World War I staging facility, laid out on over 25,000 acres.

Personal

Father, William Waters, was also an architect; the elder Waters was born in Delaware County, NY, attended Rensselaer Polytechnic Institute, Troy, NY, and spent most of his career working as an architect in Oshkosh, WI. He died 12/14/1917;
