Born in Stockton, CA, Peletz he resided in Stockton, CA, from at least 1935-1940. He attended the University of California, Berkeley (UCB) and became a Registered Civil Engineer in the State of CA. Peletz held the rank of Army Major during World War II. Following the war, he obtained employment as an engineer for Parker, Steffens and Pierce, a construction firm in San Francisco, before opening his own construction firm in 1948, and incorporating as "C.M. Peletz General Contractor" in 1952.
Peletz married twice. His first wife was Shirley A. Gates (born 1928) , whom he married in 1948 and divorced in 06/1970. He then married Roma M. Trimboli Curran (born c. 1938), 18 years his junior, on 01/02/1977 in San Francisco, CA.
He and Shirley Gates had 3 children, Nan, Mike, and Steve. Nan became an architect (educated at the University of California, Berkeley) and Mike an anthropologist. Steve began in construction, but switched to real estate.
