Born in the State of Kerala in India, Russell had come to the U.S. in 1885; he applied for citizenship in 1890, and was naturalized in the State of WA in 1896. He was living in Tacoma, WA, in 1900, and working as an architect; in 1900, Russell and his wife owned a home in Tacoma's 1st Precinct without a mortgage; In 1910, Russell and his family resided in Lake City, WA, a community on American Lake. Elizabeth C. Sargent, Russell's mother-in-law, no longer lived with the family; two widowed aunts, Margaret Saunders (born c. 1842 in OH) and Janet Daugherty (born c. 1844 in OH) lived in the household. In 1920, the Russells lived in $3,500 home in Tacoma's 2nd Ward;

His father was James Russell, Scottish, his mother, Rhonda Foss, was born in England; the 1930 Census form indicated that Russell's mother was born in Australia.
Spouse
He married Loella Janet [Sargent] Russell (born 03/1864 in IA), in 1892, when he was 34. Her parents were from PA and OH. (The 1910 Census indicated that her parents had both been born in OH.) In 1900, Russell's mother-in-law, Elizabeth C. Sargent (born 05/1840 in OH), lived with the family. (Sargent's father was born in PA, her mother in OH.)
Children
In 1900, they had had two children, only one of whom was alive, Margaret M. Russell, born 09/1899; a son, James, was born in 1903.
Biographical Notes
Russell, a British citizen, obtained U.S. naturalization on 07/16/1896. (He had applied for citizenship on 03/11/1890.) The architect, E.P. Babcock, and W.N. Opie served as a witnesses at this naturalization proceeding.
