The neighborhood's natural beauty and tranquil atmosphere goes back to its original design by C. Moser and Gardner Dailey, engineers in charge of the property. Back in 1924, Moser deliberately designed narrow streets because he "wanted to have a community where cars wouldn't be speeding down the street" and encourage residents to walk on the footpaths, according to McDonnell. Even today, the words "peaceful" and "quiet" are frequently heard in residents'descriptions of Southgate."
