Stacy and Witbeck was founded in San Francisco, CA, in 1981. It offered "...construction and management expertise on complex transit and transportation projects." (See Stacy and Witbeck, Incorporated.com "About Us," accessed 05/23/2022.)

In 1992, the City and County of San Francisco Public Utilities Commission accused Stacy and Witbeck of padding bills on the San Francisco Municipal Railway's F Line construction work, and proceeded to bar Stacy and Witbeck from bidding on any further work for the city for five years, beginning in 09/1995. The company filed suit, but lost in the California State Supreme Court. In the meantime, Mayor Frank Jordan (born 02/20/1935) left office in 1996, and was replaced by the administration of Mayor Willie Brown (born 03/20/1934 in Mineola, TX), who took a more positive view toward Stacy and Witbeck. In the end, Stacy and Witbeck had its sanctions lifted after only one year, agreeing to pay the city back $250,000 and not to overbill again. In the end, the $250,000 rebate helped to enable the company to win over 86% of the $137 million in contracts for the Muni F Line. In 2022, the firm had its headquarters in Alameda, CA, at 2800 Harbor View Parkway, 94502. It had branch offices in Portland, OR, (1490 SE Gideon Street, 97202) and Salt Lake City, UT, (1958 West North Temple, 84116). It had about 350 employees and generated approximately $63 million in revenue, c. 2022.
