A Canadian, Mourant came to Vancouver, WA, in 1887. He then relocated to supervise the construction of lumber mill in Hoquiam, WA, in 1889, where he started his own contracting firm. He worked on his own for about four years, until 1893, when he incorporated with a partner with the surname "Brisco."
