James Waggoner's name appeared in the architect's business classified section of the Los Angeles City Directory, 1895. (See Los Angeles, California, City Directory, 1895, p. 1507.) A year later, he took on a partner, Thomas E. Preston.

Architects Waggoner and Preston operated in Los Angeles, CA, in 1896. They retained Rooms #301-302 of the Wilson Building at that time. The two listed as references: B.F. Coulter, D.R. Brearly, Ewing and Arnold, Thomas B. O'Hara, Denison and Griffen Lumber Company, and the Willamett Lumber Company. (See Los Angeles, California, City Directory, 1896, p. 1670.)
