Stephen Hedders Williams operated one of the most prestigious architectural practices in San Francisco, CA, during the mid-19th century. In 1877, his office was located in Room #61 of the Merchants' Exchange Building, one of the city's business centers. (See San Francisco, California, City Directory, 1877, p. 465.)
