This firm began as "Norman A. Neste, Consulting Engineers," in 1958. Neste took on John B. Brudin and Raymond V. Stone, Jr., as partners in the 1960s. The firm was headquartered in San Bernardino, CA, in 1977.

Neste, Brudin and Stone, Incorporated, combined with Lowery and Associates in 1986. Subsequently, the new firm was known as "NBS/Lowery, Incorporated."
