In 1938, the City of Arcadia sought to overhaul its water system by replacing water mains and building reservoir wells with a 2 million gallon capacity. This process for which WPA money was solicited in San Francisco, was envisioned to replace two obsolete pumping stations, one on Huntington Drive and the other on Baldwin Avenue.
