This structure was built to accommodate new low-cost airlines that used Oakland as their Bay Region hub. Oakland's airport fell on hardtimes after the end of the Vietnam War, as the military chartered World Airways planes to ferry soldiers to Southeast Asia, but discontinued this after hostilities ceased in 1973. To revive the facility, Oakland could offer low-cost terminal space to new low-cost start-ups, such as Pacific Southwest Airlines (PSA) and AirCal.
