The Port of Seattle was formed by referendum in 1911, at the height of the Progressive Era. Two years later, in 1913, it took possession of the prime port for the North Pacific fishing industry, Fisherman's Terminal. (See "Seattle: A City Built on Trade,"
Expansion of the Fisherman's Terminal occurred after World War II. By the 1960s, the Ballard Fisherman's Terminal could accommodate 600 boats.
