The Kemper Development Company financed the construction of Bellevue Shopping Square in 1946, with Frederick and Nelson's as its department store anchor. J.C. Penney established a presence in 1955, and Nordstrom, in 1958. (In the early days, Nordstrom was just a shoe store, but it branched out into clothing, and established a Nordstrom Best store in the mall in 1966.) The final large anchor was The Bon Marche, which came to the mall in 1984. In 2007, Bellevue Square featured over 200-stores, most geared to the luxury market. It is one of three large-scale properties Kemper owned in Downtown Bellevue, the others being Bellevue Place and Lincoln Square.
In 2007, the four main department stores occupied 701,000 square feet of space: JCPenney, 200,000; Macy's 180,000; Macy's Home Store 51,000; Nordstrom 270,000.
Extensive remodeling and alterations occurred in the 1980s.
